Local immigration authorities and U.S. bases are responsible for exchanging information about the status of the U.S. shooter or visa, the agreement said. (b) The arbitrator referred to in point (a) shall be chosen by mutual agreement between the two Governments from among the nationals of Japan who hold or have held a high judicial office. (e) The compensation of the arbitrator shall be fixed by mutual agreement between the two Governments and, together with the costs necessary for the performance of his duties, shall be borne equally. 2. The United States agrees not to take the measures referred to in paragraph 1 in such a way as to unnecessarily affect navigation, air transport, communications or ground traffic to or from Japan. All matters relating to spectrum, power, etc., used by devices used by the United States to emit electrical radiation are governed by regulation between the competent authorities of the two governments. Within the framework of applicable laws and regulations, the Government of Japan will take all appropriate measures to avoid or eliminate disruptions to telecommunications electronics required by the United States Armed Forces.
7. Claims arising from the unauthorized use of a vehicle of the United States Armed Forces shall be dealt with in accordance with paragraph 6 of this Article, unless the United States Armed Forces are legally liable. 10. Disputes arising out of contracts relating to the acquisition of equipment, supplies, equipment, services and manpower by or for the Armed Forces of the United States, which are not resolved by the parties to the contract in question, may be submitted to the Joint Commission for Conciliation, provided that the provisions of this paragraph do not affect the right of the parties to take civil action. The United States may establish United States military post offices in facilities and authorities used by the United States Armed Forces for the use of members of the United States Armed Forces, the civilian component and their members for the transmission of mail between United States military post offices in Japan and between such military post offices and other United States post offices; and…..
